Re: rabies, the policy is to try to find the animal and test it before just giving someone the vaccine. The vax is still a really shitty experience. Killing P’nut is what any governmental agency would do (although they could have waited on poor Fred until P’nut’s necropsy came back).
The list of places unsuitable for a first date reminds me of a video on the same theme. It was posted by a masculinity type account, and it showed a before/after of a woman. In the before part of the video, the woman was asserting that all the types of places like the ones in the list were wholly unsuitable for a date, and that the only option was a dinner at a nice (probably expensive) restaurant, so she could better be able to evaluate him on his ability to dress, behave himself, pay for the dinner, and they would have talk so she could grill him further on his personality, history and habits. In short, so she could have him undergo a job interview. In the after part of the video, the same woman was in completely distressed, disheveled, looking unwell, and crying about the fact her biological clock was ticking and she was trying to get her eggs frozen because she hadn't found anyone yet but it was a very stressful process.
I don't know if the video was made by putting together clips from a person's genuine vlogs or if part or all of it was a setup, but it was definitely posted to mock and criticise women who were being too picky. With a schadenfreude aspect to it, since the woman got "punished" in the end.
Since the list of things in that video was so close to the list you mention, I'm wondering if the reference was conscious, and if the case in which direction it went. Did the video reference the list, or did the list arise because at some point in some corner of social media some people started saying those were bad places for first dates?

IMO Pine City/Elmira is too far south and culturally disconnected from the Finger Lakes. I would classify it as Southern Tier.
